Results

  • From 2020 to 2024, approximately 28,500 homes have been evaluated for energy efficiency in Minneapolis and Bloomington.
  • Inspection data from 2020 to 2024 shows the share of homes with high-efficiency furnaces or boilers has increased by 10% and the average energy score has increased, reflecting progress in home efficiency.  
  • Through the end of 2023, over 1,500 related insulation and heating system projects had been completed in households that received energy disclosure reports, resulting in energy savings of nearly 33,000 dekatherms.

Energy disclosure programs provide guidance to home sellers, buyers, and real estate professionals on cost-effective opportunities to increase a home’s energy efficiency, which can impact energy use, energy bills, comfort, and more. Annual impact reporting, included below, demonstrates an increase in energy efficiency projects among homes with reports. 

Scope

All homes purchased in the Cities of Minneapolis and Bloomington require energy disclosure reports to be added to their time-of-sale inspection. As of the end of 2024, approximately 28,500 energy disclosure reports have been generated in the two cities. 

Benefits

Every home listed for sale is an opportunity for investment in our housing stock. New homeowners are more likely to undertake energy efficiency upgrades when they see the energy efficiency opportunities in their new home clearly laid out during the buying process. Energy disclosure also helps showcase the value of an energy efficient home in the real estate market. 

Energy disclosure policies require home evaluations to include information on energy efficiency in the sale process. The City of Minneapolis added energy disclosure to its existing Truth in Sale of Housing inspection process in January 2020, and the City of Bloomington added energy disclosures to its Time-of-Sale (TOS) Housing Inspection Program in April 2022. Including information on efficiency for new homebuyers creates an opportunity for homeowners to invest in efficiency upgrades, which can lower energy use, increase comfort, and raise property values.
