Mounds View Mobile Home Grant Program
The City of Mounds View Economic Development Authority is making funds available for owners of mobile homes to make improvements to their properties.
The guidelines below are subject to change at any time without notice. Grant funds are subject to availability. Homes must be in the Mounds View Manufactured Home Park.

About the Grant
- Income limits apply.
- Grants available up to $10,000.
- Only one grant per property.
- Eligible project expenses will be determined by a Home Energy Squad® visit.
- Eligible project expenses must total at least $1,000 to qualify.
Property Eligibility
- Owner-occupied residential mobile homes located in the Mounds View Manufactured Home Park.
- Work may NOT begin until the loan is approved and closed.
- Grant approval is subject to credit and program guidelines.
Grant Details
- The property owner's household income may not exceed 30% of the area median income (AMI).
- Income is determined by the adjusted gross income on the most recent federal tax return. If a tax return is not required, income will be determined by the projected gross income for the upcoming 12 months.
- Eligible project expenses will be determined by a Home Energy Squad visit, and must be at least $1,000 to qualify.
- Only one grant per eligible property.
- All borrowers must be legal residents of the United States.
- All contractors must be properly licensed or registered with the Minnesota Department of Labor.
- All work must be completed within 120 days of closing.
- Eligible project expenses will be determined by a Home Energy Squad visit. Eligible improvements may include, but are not limited to:
- Insulation, heating and air conditioning replacement, plumbing work needed to address leaks, and underbelly repair as needed
- Projects not listed as an eligible project expense and projects that are part of an insurance claim are NOT eligible.
- One (1) bid is required from a properly licensed or registered contractor with the Minnesota Department of Labor.
- For do-it-yourself projects ("sweat equity"), a materials list including prices is required. Only the purchase of materials and rental of tools or equipment will be considered eligible project expenses.
- Work may NOT begin until the loan is approved and closed.
- Please contact your City inspections department to verify if your project requires a permit. If you are hiring a contractor to do the work and it requires a permit, the contractor should pull the permit.
- Our experience has shown that Big Box Stores are not willing to be paid on completion, which is a requirement for this program.
The current loan terms and conditions stated, including interest rates, do not constitute a commitment to lend or an offer to enter into an agreement, and that such an offer may only be made pursuant to Minnesota Statutes, Section 47.206(3) and (4).
