Minneapolis Insulation and Air Sealing Matching Rebate Program
The City of Minneapolis is offering a matching rebate program to help residents insulate and air seal their homes.
To qualify, the recipient must not have received a Minneapolis Energy Efficiency Loan or Grant for the project the rebate is being used for.

About the Rebate
- Rebate amount: matches utility rebate, but the total utility rebate and matching rebate cannot exceed the total project cost.
- No income limits.
- No credit requirements.
- Only one rebate per eligible project.
- Project must be completed and proof of utility rebate and final invoice provided to receive the matching rebate.

Property Eligibility
- 1-4 unit, owner-occupied or absentee-owned residential properties located in the City of Minneapolis.
- Properties under construction, greater than 4 units, co-operatives, or used for commercial purposes are not eligible.
- Recipients cannot have received a Minneapolis Subsidy Loan or Energy Efficiency Grant for the project the rebate is being used for.
- Recipients must apply for this rebate within 30 days of receipt of rebate and rebate must be finalized in 2024. Funds are available on a first come first serve basis.
Rebate Details
- Attic Air Sealing: Attic air sealing is a prerequisite for attic insulation loan eligibility.
- Attic Insulation: Attic insulation must be combined with attic air sealing if recommended by HES. Final insulation R-Value must be greater than or equal to R-50 when attic space allows.
- Wall Insulation: All external wall cavities must be filled with insulation.
- Rim joist insulation
The current loan terms and conditions stated, including interest rates, do not constitute a commitment to lend or an offer to enter into an agreement, and that such an offer may only be made pursuant to Minnesota Statutes, Section 47.206(3) and (4).
