As a proposal manager, Rachel collaborates with subject matter experts to develop compelling, compliant responses to requests for proposals, pitches, presentations, and other business development materials. She also works to optimize project and content management systems so CEE’s work and impact are clearly and persuasively represented in new opportunities and contract renewals. Rachel brings more than 10 years of experience in business development and proposal management across multiple industries. She holds a BA in criminal justice and political science from Indiana University, with a minor in French, and spent nine months living in Strasbourg, France.
