We take a consulting approach to guide builders toward their goal of more efficient, comfortable, durable, and healthy homes. Our work is based on industry best practice and national standards, with a special focus on cost effectiveness — and it’s backed up by over 40 years of experience.

Our team certifies new homes for the following ratings and certifications:
Code Compliance Testing
CEE’s team can ensure your new construction complies with Minnesota’s Residential Energy code. We provide additional support to meet the code as needed. Our energy code compliance offerings include:
Blower door testing on building envelope tightness which includes Tectite Blower Door Report with ACH50 calculation.
Duct tightness testing including report with CFM/100 ft2 of floor area.
Strategic consultation and prep work to help you pass diagnostic tests and qualify for possible efficiency ratings.
Home Energy Rating System
CEE is a certified rater for the Home Energy Rating System (HERS)® Index, Minnesota’s industry standard for predicting home energy efficiency. With oversight by the Residential Energy Services Network, we are certified to assign HERS ratings. We work with builders to improve their HERS scores from the design phase all the way through the construction process. Final inspection includes blower door and duct leakage tests, infrared scan, and whole home ventilation assessment.

ENERGY STAR® for New Homes
Partnering with CEE makes it easy for you to participate in the Environmental Protection Agency’s ENERGY STAR-certified new homes program. Our team supports builders throughout the process — from construction plan review, to offering recommendations for energy improvements, and submitting final paperwork. We also ensure that mechanical systems and energy efficiency features are installed correctly by conducting a blower door test, duct leakage testing, and ventilation system verification.

DOE Zero Energy Ready Homes
CEE is an accredited rater for the U.S. Department of Energy’s (DOE’s) Zero Energy Ready Homes (ZERH) program. We can certify that homes meet or exceed the program’s strict performance guidelines set by DOE. The builders we work with to achieve ZERH certification typically achieve substantial energy savings over a MN code built home.

Passive House Institute US (PHIUS) Rater
As a PHIUS+ rater, CEE verifies design plans and energy models to help ensure compliance with the certification requirements. Staff perform on-site testing and inspections during construction to confirm the house is built as designed.
