Ratings & Certifications

Our staff help make it easy for builders to participate in a variety of home energy certifications. We take a consulting approach to guide builders toward their goal of more efficient, comfortable, durable, and healthy homes. Our work is based on industry best practice and national standards, with a special focus on cost effectiveness — and it’s backed up by over 40 years of experience.

CEE’s Consulting Process

We work with builders through the entire process, from design to build to final certification. Early collaboration makes it easier to address design concerns, and consistent input from our staff will help you reach whatever efficiency rating you seek — while minimizing cost impact.

Our staff are able to certify new homes for the following ratings and certifications:

Home Energy Rating System

CEE is a certified rater for the Home Energy Rating System (HERS)® Index, Minnesota’s industry standard for predicting home energy efficiency. With oversight by the Residential Energy Services Network, we are certified to assign HERS ratings. We work with builders to improve their HERS scores from the design phase all the way through the construction process.

ENERGY STAR® for New Homes

We make it easy for you to participate in the Environmental Protection Agency’s ENERGY STAR-certified new homes program. We support builders throughout the process — from construction plan review, to offering recommendations for energy improvements, to submitting final paperwork. We also ensure that mechanical systems and energy efficiency features are installed correctly.
According to the EPA, ENERGY STAR-certified homes are “at least 10% more energy efficient than [other homes] and achieve a 20% improvement on average.”

DOE Zero Energy Homes

CEE is an accredited rater for the U.S. Department of Energy’s (DOE’s) Zero Energy Ready Homes program. We can certify that homes meet or exceed the program’s strict performance guidelines set by DOE. The builders we work with to achieve ZERH certification typically achieve substantial energy savings over a MN code built home.

Passive House Institute US (PHIUS) Rater

As a PHIUS+ rater, CEE verifies design plans and energy models to help ensure compliance with the certification requirements. Staff perform on-site testing and inspections during construction to ensure the house is built as designed.

The Passive Building Standard of North America includes climate-specific performance targets. In addition, the standard:
  • is based on U.S. Department of Energy (DOE)-funded research conducted in partnership with Building Science Corporation

  • has been peer-reviewed by DOE and vetted through public comment

  • qualifies for the DOE Zero Energy Ready Home program

  • meets the requirements of the U.S. Environmental Protection Agency’s Indoor airPLUS program
