Home Improvement Revolving Loan

Loan Terms

  • Loan amounts from $1,000 - $15,000
  • 4% APR
  • Fixed interest rate 
  • No maximum income limit
  • Terms up to 10 years
  • This loan is secured by a mortgage on the property
  • Closing costs apply

Property Eligibility

  • Owner-occupied and absentee-owned 1-4 unit residential properties
  • Individual condominium, and/or townhouse units are eligible. 
  • Properties held in a trust are eligible.

Types of Improvements

  • Eligible projects include most interior and exterior permanent improvements.
  • 2 bids are required from qualified, licensed contractors for projects over $5,000. 
  • For do-it-yourself projects, a materials list including prices is required. The cost for labor and equipment purchase or rental may not be included in the loan. 

Funds are held in a non-interest bearing escrow account at CEE from loan closing until the work is completed and all final documentation is received. 

 

Emergency Repair Loan

To qualify for this program borrower(s) must not be eligible for any other financing administered by CEE.


Loan Terms

  • Loans from $1,000 - $6,000
  • 0% APR
  • Fixed interest rate  
  • Loan will be deferred until the borrower sells, transfers title or is no longer owner-occupied, at which time 100% of the loan is due
Property Eligibility
  • 1-4 unit residential
  • Owner occupied
  • Property must be within the Hawthorne neighborhood 

Types of Improvements

An emergency is defined as an imminent condition that makes a house uninhabitable, dangerous to the occupants, or is capable of causing severe health problems. Repairs that will remedy such emergencies are eligible. Examples of eligible repairs include, but are not limited to, water lines, sewer service, fire hazards, repair to exterior steps, railings, retaining walls, water seepage into basement, structural problems, or replacement of a furnace or hot water heater. Repairs that will remedy such emergency repairs are eligible and will be determined by a CEE representative.
 

Purchase Assistance Deferred Loan

To ensure funding we need a signed and executed purchase agreement and the application must be submitted at least four weeks prior to closing.

Loan Terms

  • Loan amounts up to $5,000
  • 0%  APR 
  • Fixed interest rate 
  • No income limits
  • 10 year term, after which the loan is forgiven if the property has not been sold, transfered and is still owner-occupied
  • Funds may be used for down payment or closing costs
  • Homebuyer(s) must attend a Home Stretch workshop or other valid homebuyers course offered through an approved counseling agency by the US Department of Housing and Urban Development.

Property Eligibility

  • Owner-occupied residential structures
  • 1-4 unit properties located in the Hawthorne Neighborhood
  • Townhomes, condominiums, and properties held in a trust are eligible
