The MWX90 Protocol: Client Education Training Manual

The goal of this manual is to provide a curriculum resource for the staff training of the client education component of the MWX90 Protocol: A Model Minnesota Low-Income Weatherization Program for the 1990's. The MWX90 Protocol is based on the protocols developed for the M200 Enhanced Low-Income Weatherization Demonstration Project. The MWX90 Protocol represents a refinement of the procedures and training materials that were tested during the M200 Project.

The underlying philosopy of its approach recognizes that residential energy use is governed by a complex interaction of the buildin'gs thermal envelope, mechanical systems, and occupant behavior. The protocol was developed to deal effectively with each of these aspects. The approach taken for the demonstration project represents a paradigm shift in how weatherization work is implemented in Minnesota. An objective of this project was to decentralize the decision-making process, providing the persons doing the work with the additional responsibility of diagnosing the needs of the house, prescriibng the necessary interventions, and ensuring that the job is done well. This approach reduces the amount of task duplication often found with separate auditor and crew, minimizes the lines of miscommunication that can occur, and fosters an attitude of participation and control for the workers in the weatherization process.
