MWX90: Minnesota Low Income Weatherization Procedure for the 1990's

In this manual, we will define the procedures and guidelines for providing cost-effective weatherization in a heating-dominated climate.  These procedures are not only based on our experience in developing and evaluating the Minnesota-200 (M200) Enhanced Low-Income Weatherization Demonstration Project but also draws on current state-of-the-art methods that have been developed in the intervening years.  Because of these refinements and enhancements to the original demonstration project, we call these new procedures and guidelines the "MWX90 Protocol: A Model Minnesota Low-Income Weatherization Program for the 1990's."

Because of the success of the demonstration project, a need has developed for providing adequate training for statewide implementation and for adoption by other programs.  Our intention for this manual is to provide a curriculum resource for the staff training of the enhanced protocol.  With the MWX90 training curriculum, which encompasses this manual, training video tapes, and interactive computer tools, we have attempted to provide the framework by which the results of the M200 Project can be replicated by others.  Before we introduce you to the concepts of the MWX90 Protocol, we first review some of the aspects of the original M200 Demonstration project.
