Home Energy Squad Enhanced participants have many resources to help make the process of completing energy improvements affordable and easy.  If our crews recommend attic insulation and/or air sealing, wall insulation, or high efficiency heating equipment, we can connect you with rebate information and affordable financing options. Our goal is help you make energy improvements a reality.

Steps to apply for your rebate: 

  1. Contact a rebate eligible installer
  2. Complete a qualifying energy improvement
  3. Work with your contractor to submit your rebate application

Financing Options

The Lending Center at the Center for Energy and Environment (CEE) provides low interest financing for improvements for homeowners, rental renovation, businesses and nonprofits across Minnesota. As a nontraditional lender, CEE provides competitive rates, technical assistance, and a wide range of financing that can be tailored to fit your budget.

Home Energy Loan Program

2.99% Home Energy Loan financing is available for single family homeowners who have completed a CEE home energy visit!

  • Maximum Loan: $10,000
  • Interest Rate: 2.99% (3.029% Annual Percentage Rate)
  • Income Limit: None
  • Eligible Improvements: Insulation, air sealing, heating, cooling, water heater and more.

Home Improvement Loan Program

  • Maximum Loan: $20,000
  • Interest rate: 5.99% (6.032% Annual Percentage Rate)
  • Income Limit: None
  • Eligible Improvements: Most interior and exterior improvements are eligible.

City Financing

City of Bloomington Deferred Loan - Eligible improvements include health and safety requirements, code repairs for electrical, heating and plumbing, lead paint stabilization, energy efficiency improvements and exterior improvements such as siding, roofing, gutters, downspouts, windows, driveways and foundation repairs. 
  • Maximum Loan: $35,000
  • Interest Rate: 4% Simple
  • No monthly payments – loan is due upon sale, refinance transfer or conveyance of the applicant.  Interest will accrue for the first 10 years of the loan.  Interest is not compounded.  Loans may be pre-paid but must be in lump sum.
  • Income limits apply
 

Eligibility

  • Homes must be at least 10 years old
  • Applicants must be owner-occupants of their homes
  • Must have sufficient equity in home to cover loan amount
  • All loans served on a priority basis

Community Enhancement Program CEP II – Available to residents living inside the boundaries of 494, Cedar, the Minnesota River and 35W.
