As Community Energy Program Manager, Elena oversees CEE’s community engagement and planning work. Primarily offered through Xcel’s Partners in Energy, Elena helps Minnesota communities set and achieve energy savings goals.
Prior to joining the CEE team, Elena directed workforce development programs for low-income adults at Rising Sun Energy Center in Berkeley, California. These programs included training for jobs in residential energy efficiency and solar installation. Elena also worked in clean energy policy at the Apollo Alliance and the UC Berkeley Labor Center, with a focus on strategies to ensure green jobs are quality jobs.
Elena’s background is in youth development and community work, including four years spent working in Latin America with the Peace Corps. She holds a Masters in Social Welfare, and a Masters in International Area Studies with a focus on Community Economic Development, both from the University of California – Berkeley.
