Conservation
Improvement Program (CIP)
CIP is a reference to the statutory requirements for Minnesota utilities
to invest in demand-side management (DSM). Codified in Minnesota
Statutes 216B.241,
it establishes a minimal level of DSM investment and includes policy
goals and general administrative guidelines.
Overview of CIP is provided by the Minnesota Department of Commerce.
CEE is involved in various CIP dockets promoting cost-effective energy
efficiency programs and assisting in the design, development, and
administration of successful offerings. In many cases, CEE is the
only non-utility involved promoting proper oversight, review, and
transparency to ensure that benefits are captured for ratepayers,
the utility, and society in general. CEE accomplishes its work through
open dialogues, collaboration, advocacy, and providing technical
resources.
Through its efforts, CEE is a participant in various energy and
environmental forums and is a member of organizations such as the
Minnesota Environmental
Initiative and the Midwest
Energy Efficiency Alliance.
CCEE is proud of the efforts of Minnesota's utilities and will continue
to work with them to capture ever-increasing amount of energy savings
thereby capturing benefits
for their customers and society as a whole.

The Minnesota Department
of Commerce posts all CIP dockets on the E-Dockets website. Anyone
may see the public filings for any recent activity.
The Minnesota Office of the Legislative Auditor issued this report
that assesses the cost effectiveness of the Conservation
Improvement Program and recommends improvements in program operation.
