Shingle Creek Home Improvement Program
Shingle Creek Neighborhood Association (SCNA) has made
Neighborhood Revitalization Program (NRP) funds available for
home improvements. The current Shingle Creek Home Improvement Program
offers low interest revolving loans to
both owner-occupied and absentee-owned residential properties.

Eligible Properties
1-4 unit owner-occupied or absentee-owned residential structures located
in the Shingle Creek neighborhood.
Eligible Improvements
Most improvements are eligible, interior or exterior maintenance or remodeling.
One bid is required for projects under $5,000 and two bids are required
for projects over $5,000.
Loan Term
Maximum repayment term 10 years.

Income will be based on the Adjusted Gross Income
of your most recent Federal Tax Return.
Eligible Properties
Properties must be located in the Shingle Creek Neighborhood and the properties must become homesteaded and owner-occupied by the applicant. Properties must be either single family dwellings or duplexes. Purchasers or a condominium or a townhome unit shall be able to participate in this program. Purchasers of a property through a community land trust arrangement or purchasers of a cooperatively-owned until shall be able to participate in this program.
Loan Term & Disbursement Process
Maximum repayment term 10 years. There are term/conditions associated with the repayment of the loan:
Loans will be due and payable upon the borrower moving out of the property, or transfer of title or sale of the property within ten years of the loan closing date in accordance with the following schedule: within the first five years, 100%; after the fifth year, but before the tenth year, 50%. Funds to be repaid must be in one full, complete payment. If the borrower retains ownership and continues to reside in the property for ten full years from the date of the loan closing, the loan re-payment and payment of the loan origination fee will be 100% forgiven; and
Conversion of the property to a non-homestead status within 10 years of the loan closing date; and
For first time homebuyers, completion of the “post purchase counseling”
The applicant must notify CEE of his/her/their intent to participate in the program at least 10 days prior to purchasing the property. A copy of the executed Purchase Agreement for the property (or a similar, alternate written document) must be submitted to CEE to reserve funds.
The purchaser’s status is reviewed by CEE to determine the preliminary eligibility for this program.
The purchaser(s) must provide CEE with a copy of the mortgage loan commitment letter and written documentation relative to the exact loan amount and the loan closing date (if not already stated in the purchase agreement or the mortgage loan commitment letter).
The purchaser(s) sign the program’s Homebuyer’s Agreement.
CEE can handle the loan closing following one of two scenarios:
Scenario A: CEE will close the loan prior to the closing of the purchase of the property. The homebuyer will sign all necessary documents and receive the loan proceeds to take to the closing/title company. The check will be made payable to both the closing/title company and homebuyer. In the case of providing loan financing, CEE will communicate with the closing/title company to ensure the first mortgage lender’s mortgage is filed at Hennepin County prior to the City’s mortgage.
Scenario B: A closing/title company closes the loan. CEE will provide the loan check to the closing/title company, and the check will be made payable to both the closing/title company and homebuyer. In addition, all loan documents (and related instructions) will be provided to the closing/tile company prior to the purchase closing. The closing/title company will have the responsibility of collecting the appropriate filing fees and filing the mortgage accordingly.
Under either scenario: After the purchase closing, the closing/title company must provide written evidence of the use of funds (a copy of the HUD-1, for example) to CEE.

Emergency Deferred Program
Funds are available to residents of the Shingle Creek neighborhood who need to
make emergency repairs to their properties. Contact Jim
Hasnik at (612) 335-5885 for more information. An emergency is defined as a condition that creates an environment that is uninhabitable or dangerous to the occupants. CEE will determine whether or not a condition is an emergency.
Proof of Income
If you are employed: submit copies of your two most recent paystubs.
If you are retired: submit a copy of your social security benefits or
pension.
If you are self-employed: submit copies of your Federal Tax Returns for the last
2 years.
Contractors
Loan recipients must submit bids or materials lists. All contractors must
be properly licensed to work in the City of Minneapolis. the Center for Energy and Environment will verify that contractors are licensed. It is important that you are satisfied with the bid or estimate you have
selected. CEE offers assistance in helping you compare
and understand
the estimates you collect.
Optional Sweat Equity (for the do-it-yourselfer)
Applicants must clearly demonstrate the ability to complete high quality work
within the required time period. Loan funds will be allowed for materials only,
property owners will not be compensated for their labor. Note: Loan funds will
not be disbursed until the project is complete.
Disbursement of Funds
You will have 180 days from the date
of your loan closing with CEE to complete your improvements. You must close on the loan prior to beginning project(s). Loan funds will
be paid
only
after
the
work
is
completed
and inspected and the following is provided:
Signed completion certificate by the homeowner indicating satisfaction
with the work and authorizing payment to the contractor
Signed completion certificate by the contractor
Final contractor invoice
Lien waiver from the contractor for the entire amount of the project;
homeowner must turn in receipts for sweat equity projects
Evidence of required building permits
CEE inspection of the property to verify the completion of the work when
required by the neighborhood
Remodeling Advisor
If you need assistance in identifying and prioritizing improvements, the Center
for Energy and Environment offers a Remodeling Advisor Service where you can receive
objective
remodeling
advice. The service is free to Shingle Creek residents and includes an informational
visit to your property and assistance with collection and evaluation of bids.

The Minnesota Fix-up Fund is a statewide program that offers loans at below
market interest rates to homeowners. The fix-up fund was established to improve
the basic livability and/or energy efficiency of the borrower's home. Eligible
projects include interior or exterior improvements, general remodeling or
maintenance items.
The Home Energy Loan Program is a statewide program that offers low interest
loans to homeowners that want to make energy improvements to their properties.
This program is only offered by the Center for Energy and Environment.
The Rental Energy Loan Fund provides financing to owners of residential
rental properties to increase the energy efficiency of their buildings. The
Minnesota Department of Commerce sponsors the Rental Energy Loan Fund using
Exxon Oil Overcharge funds. This program is only offered by the Center for Energy and Environment.
The Rental Rehabilitation Loan offers owners of residential rental properties
low interest financing to complete improvements that increase the livability
of the property including interior or exterior projects, general remodeling
or maintenance issues.
