Sheldon Strom is the founder and president of the Center for Energy and Environment. Under Sheldon's leadership, CEE has served more than 70,000 homes and businesses with energy efficiency programs, provided more than $150 million in financing and completed over 100 research projects. Sheldon is actively involved in the development of all of CEE’s programs and works hard to develop practical cost-effective energy efficiency programs that serve underserved markets.
All of Sheldon’s work on legislation and utility policies is based on the principle that everyone benefits from smart energy policies. He has worked closely with utilities for decades and promotes programs and other strategies that benefit the customer, the utility and all ratepayers. Sheldon’s utility regulatory work includes participation in Integrated Resource Planning, development of utility Demand Side Management (DSM) incentive programs, development of procedures for review of utility DSM programs, and review and modification of procedures for determining program cost effectiveness.
Sheldon played a major role in the development of the landmark 2007 energy legislation that established 1.5% annual savings goal for Minnesota utilities. Under this legislation, Minnesota utilities have almost doubled their cost effective energy saving from their programs. Sheldon has a B.S. in Mechanical Engineering from the University of Minnesota and a M.S. in Architecture from the University of Wisconsin/Milwaukee.
