There are currently many resources available to participants in Community Energy Services to help offset the cost of energy improvements. If our crew recommends improvements like new heating equipment, wall insulation, and/or attic insulation and air sealing, we can also help connect you with rebates and incentives to help make these improvements affordable. Financing Available Through Center for Energy and Environment
The Center for Energy and Environment (CEE) provides low interest financing for energy improvements for homeowners, rental renovation, businesses and nonprofits across Minnesota. As a nontraditional lender, CEE provides competitive rates, technical assistance, and a wide range of financing that can be tailored to fit your budget.
0% Home Energy Loan Program
- Maximum Loan: $20,000
- Interest Rate: 0% - 4.99% (dependent on term, subject to change)
- Income Limit: None
- Eligible Improvements: Insulation, air sealing, heating, cooling, water heater and more.

Minnesota Fix-Up Fund Loan Program
- Maximum Loan: $35,000
- Interest rate: 5.99% (subject to change)
- Income Limit: Maximum $95,150
- Eligible Improvements: Insulation, air sealing, heating, cooling, water heater and windows. In addition, most interior and exterior improvements are eligible.

- $225 rebate for installing a 14.5-14.9 SEER Central AC and Air Source Heat Pump
- $300 rebate for installing a 15.0-15.9 SEER Central AC and Air Source Heat Pump
- $400 rebate for installing a 16+ SEER Central AC and Air Source Heat Pump

HEATING REBATES
- $150 rebate for installing a natural gas forced air furnace with 92% to 93.9% AFUE
- $300 rebate for installing a natural gas forced air furnace with 94% to 95.9% AFUE
- $400 rebate for installing a natural gas forced air furnace with 96% or higher AFUE
- $300 rebate for installing a boiler with 83.5% or higher AFUE
- $500 rebate for installing a condensing natural gas boiler with 91% or higher AFUE
WATER REBATES
- $70 rebate for installing a natural gas storage tank water heater with a .62 EF and greater
- $85 rebate for installing a natural gas storage tank water heater with a .64 EF or greater
- $100 rebate for installing a natural gas storage tank water heater with a .67 EF and greater
- $200 rebate for installing an indirect water heater with 91% AFUE or a greater condensing boiler
INSULATION AND AIR SEALING REBATE
- 50% rebate of the project cost for insulation and air sealing up to $350 (1 rebate/household)

Insulation and Air Sealing Contractors
The following contractors have signed a Participation Agreement with the Center for Energy and Environment (CEE) to do work according to the highest quality standards. For participants in the Community Energy Services program, the contractors have also agreed to:
- Have their work randomly checked to ensure they consistently meet high standards.
- Complete any work that is found not to meet standards.
- Offer a one year warranty to customers.
If you call these contractors, be sure to let them know you were referred by CEE’s Community Energy Services program to receive the full benefits of CEE’s quality control program. The contractors should also provide you with a customer satisfaction survey, which will go back to us, so be sure to provide us feedback on your experience.
